The project has four (4) major components: (1) express delivery – drugs/medicines and supplies are delivered to the concerned hospital within 24 hours; (2) no discrimination policy – all PHIC members can avail of the full benefits and privileges in all devolved hospitals in the province; (3) no out of pocket payment – PHIC members/dependents will not pay anything for services rendered except when PHIC ceiling is reached; and (4) buffer fund assistance – the governor will allocate one million peso financial assistance for all devolved hospitals once their PHIC trust fund is depleted.

          The objectives of the program are as follows: (1) to train BHWs on emergency care management; (2) to ensure adequate medical supplies and drugs in the BHS; (3) to upgrade the physical set-up of the BHS; and (4) to strengthen referral system.

          The objectives of the program: (1) to implement the operationalization of Sogod Bay ILHZ; (2) to institutionalize the baseline monitoring system in Sogod ILHZ; (3) to establish three (3) ILHZs in Southern Leyte (Maasin, Anahawan and Pintuyan); (4) to introduce two-way referral system in Sogod ILHZ; and (5) to formulate an integrated District Health Plan in Sogod ILHZ.

          Objectives of the program: (1) to have access to quality drugs for eligible indigent patients and qualified informal sectors; and (2) to expand coverage of social health insurance to indigents and informal sectors.

    14.  “Public Pharmacy”

          To remedy the perennial problem of inadequate drugs/medicines supply at government hospital. It is also intended to support government hospitals in availing medicare benefits among NHIP members and thus enhancing the marketability of government hospital. It also attempts to increase the support value of drugs/medicines by encouraging LGUs to purchase generic drugs for the Public Pharmacy.

      15.  “Subjective Objective Assessment Plan” SOAP

           SOAP is a format that guides the health worker to list down the complaint, signs and symptoms of the disease, physical examination, diagnosis and treatment. The main objective of SOAP is to improve the health services of the BHWs and health personnel through brief and easy assessment of clients.

 Calamba ILHZ, Misamis Occidental

     15.  “Medical and Surgical Mission

          To reach out to the less fortunate people of Calamba and neighboring areas the expertise of fellow balikbayan doctors from the West Virginia Medical Surgical Mission as well as their equipment, drugs and medicines in treating medical and surgical cases free of charge. The Calamba LGU also shared their resources as their counterpart in the execution of the project. Moreover, the project aims to upgrade the hospital capabilities and services and to develop coordination among the Local Government Units, Non-Government Organizations and other health partners in the community.

              The subject populations to be examined and treated are the people with diseases of the eyes, abdominal tumors, female reproductive organ diseases, and some in-born defects like harelip and cleft palate.

 (R XI) Carmen, Davao del Norte

    16.  “Provincial Voluntary Blood Sufficiency Program”

          The province of Davao del Norte through the Provincial Health Office has initiated a Provincial Blood Sufficiency Program with the following objectives: (1) to develop a general public awareness on the importance of blood through public education; (2) to promote the rational utilization of blood and blood products among the medical community; (3) to establish a province-wide network of blood and supply through the concept of volunteerism, self-reliance and community-based initiative approach; (4) to provide continuous training and education to all the provincial health workers relative to the program; and (5) to upgrade the Provincial Blood Bank Laboratory, its facilities, equipment and instruments for the screening of volunteer donors, its recruitment, collections, processing and laboratory examinations of blood components, safe and sterile storage and its distribution.

     17.  “Provincial Mental Health Program”

          The program started in 1999 which was operationalized by the Provincial Health Office. This was implemented by establishing a network with the Davao Medical Center and the province through a Memorandum of Agreement. The said program caters to the concept of bringing in the hospital services to the community so that the delivery of services will be made accessible to the least served provincial constituents. The outreach program is regularly conducted at the Provincial Health Office in Carmen Davao del Norte on a monthly basis.

     18.  “Male Reproductive Health Program”

          The Program started in 2000 which was designed to meet the inadequacy of information on men’s health and encourage them to avail health services that will focus on their reproductive health.

      19.  “Health and Nutrition Post (Nutrition Program)

          The Health and Nutrition Post is an extension of Barangay Health Stations. It is located in far flung puroks/sitios. Organized and managed by a team of Health Volunteer Workers and potential leaders; composed of Barangay Health Workers (BHWs), Barangay Nutrition Scholars (BNS) and purok leaders. The program wishes to reduce the prevalence rate of malnutrition among severe and moderate pre-schoolers from 3.8% to 3.3% by end of the year 2004. Delivery of nutrition services will be provided for all families, such as weighing, immunization, counseling, distribution of vitamin A capsules, iron, iodine, oresol, contraceptives and others.

      20.  “Volunteer Barangay Sanitary Inspectors of Davao del Norte”

          The Volunteer Barangay Sanitary Inspectors (VBSI) program aims not only to develop and harness the potentials and capabilities of the selected VBSI but also provides activities to strengthen the communities’ capabilities and develop indigenous resources. The specific objectives of the program are as follows: (1) to upgrade the environmental health status and promote equity in health among all segments in the province; (2) to reduce the health consequences of poor environmental sanitation; (3) to have sanitary toilet facilities and proper garbage disposal for all; (4) to upgrade Provincial Health laboratory facilities; (5) to act as male family planning advocates; and (6) to professionalize sanitary inspectors or workers in the province. 

      21.  “Vision 20/20” – Provincial Eye Care Program

          The program was conceptualized because of the existing scenario where the presence of eye ailments were existing in the province. To answer these ample health needs, the Province of Davao del Norte established a linkage with UCCP Foundation, Inc., a non-governmental organization, to assist the province in the materialization of the program. It was in the middle of year 2002 where a Memorandum of Agreement (MOA) was established entered into by and between the foundation and the province. The foundation and the province will be responsible for the implementation as stipulated in the MOA. It was the Carmen District Hospital that was designated as the hospital in the province that will cater in the implementation of the program. Since then, every Thursday of the week is designated as eye examination day while cataract operations are on a scheduled basis.
