To remedy the perennial problem of inadequate drugs/medicines supply at
government hospital. It is also intended to support government hospitals in
availing medicare benefits among NHIP members and thus enhancing the
marketability of government hospital. It also attempts to increase the support
value of drugs/medicines by encouraging LGUs to purchase generic drugs for the
Public Pharmacy.
SOAP is a format that guides the health worker to list down the
complaint, signs and symptoms of the disease, physical examination, diagnosis
and treatment. The main objective of SOAP is to improve the health services of
the BHWs and health personnel through brief and easy assessment of clients.

Surgical
To reach out to the less fortunate people of
Calamba and neighboring areas the expertise of fellow balikbayan doctors from
the West Virginia Medical Surgical Mission as well as their equipment, drugs and
medicines in treating medical and surgical cases free of charge. The Calamba LGU
also shared their resources as their counterpart in the execution of the
project. Moreover, the project aims to upgrade the hospital capabilities and
services and to develop coordination among the Local Government Units,
Non-Government Organizations and other health partners in the community.
The subject populations to be examined and treated are the people with
diseases of the eyes, abdominal tumors, female reproductive organ diseases, and
some in-born defects like harelip and cleft palate.
16. “Provincial
Voluntary Blood Sufficiency Program”
The province of Davao del Norte
through the Provincial Health Office has initiated a Provincial Blood
Sufficiency Program with the following objectives: (1) to develop a general
public awareness on the importance of blood through public education; (2) to
promote the rational utilization of blood and blood products among the medical
community; (3) to establish a province-wide network of blood and supply through
the concept of volunteerism, self-reliance and community-based initiative
approach; (4) to provide continuous training and education to all the provincial
health workers relative to the program; and (5) to upgrade the Provincial Blood
Bank Laboratory, its facilities, equipment and instruments for the screening of
volunteer donors, its recruitment, collections, processing and laboratory
examinations of blood components, safe and sterile storage and its distribution.

The Health and Nutrition
Post is an extension of Barangay Health Stations. It is located in far flung
puroks/sitios. Organized and managed by a team of Health Volunteer Workers and
potential leaders; composed of Barangay Health Workers (BHWs), Barangay
Nutrition Scholars (BNS) and purok leaders. The program wishes to reduce the
prevalence rate of malnutrition among severe and moderate pre-schoolers from
3.8% to 3.3% by end of the year 2004. Delivery of nutrition services will be
provided for all families, such as weighing, immunization, counseling,
distribution of vitamin A capsules, iron, iodine, oresol, contraceptives and
others.
The Volunteer Barangay Sanitary Inspectors (VBSI) program aims not
only to develop and harness the potentials and capabilities of the selected VBSI
but also provides activities to strengthen the communities’ capabilities and
develop indigenous resources. The specific objectives of the program are as
follows: (1) to upgrade the environmental health status and promote equity in
health among all segments in the province; (2) to reduce the health consequences
of poor environmental sanitation; (3) to have sanitary toilet facilities and
proper garbage disposal for all; (4) to upgrade Provincial Health laboratory
facilities; (5) to act as male family planning advocates; and (6) to
professionalize sanitary inspectors or workers in the province.
The program was
conceptualized because of the existing scenario where the presence of eye
ailments were existing in the province. To answer these ample health needs, the
Province of Davao del Norte established a linkage with UCCP Foundation, Inc., a
non-governmental organization, to assist the province in the materialization of
the program. It was in the middle of year 2002 where a Memorandum of Agreement
(MOA) was established entered into by and between the foundation and the
province. The foundation and the province will be responsible for the
implementation as stipulated in the MOA. It was the
