Overview:

The Health Policy Development and Planning Bureau was created under Executive Order No. 102, “Redirecting the Functions and Operations of the Department of Health”, approved on May 24, 1999. It was formally organized on November 6, 2000 with the appointment of personnel to the new Bureau.

 |  General Functions:  >>

Develops health sector research, policy and legislative agenda and the national plans, goals and objectives for health.

Coordinates and provides the mechanisms for institutionalizing, implementing, monitoring and evaluating the health sector reform agenda and the national health goals, plans and objectives.

Provides technical assistance, consultancy and advisory services relative to health policy development, legislation, planning and research.

Advises the Secretary of Health on matters pertaining to national health policies and legislation, national health plans, goals and objectives, health research and development.

¨
It was another exciting and challenging 4th year for the Health Policy Development and Planning Bureau. Fresh from his postgraduate studies at the National University of Singapore under a Lee Kuan Yew Fellowship, Director Mario C. Villaverde had steered the Bureau towards more upbeat, more relevant and more forward looking endeavors. To further strengthen the four Divisions and as a job enrichment strategy, new reassignments of senior staff were effected. Dr. Lilibeth C. David was assigned to spearhead the Health Policy Division, Ms. Maylene M. Beltran handled the Health Research Division, Dr. Ferdinand S. Salcedo took charge of the Health Planning Division while Dr. Maria Soledad Q. Antonio remained as Chief of the Legislative Liaison Division.

As the prime mover for the development of national policies, plans and programs, the HPDPB was able to set agenda and institutionalize systems for improved policy development and planning. Among its major achievements for 2004 were the following:

  • Preparation of the Medium Term Philippine Development Plan/ Medium Term Public Investment Plan for 2004-2010

  • Review of implementation for Health Sector Reform Agenda (HSRA) and the subsequent issuance of AO 174 s. 2004, “Implementing Guidelines for Refocusing HSRA Implementation”

  • Initiated the review of National Objectives for Health (NOH) 1999-2004 and spearheaded the development of National Objectives for Health 2005-2010

  • Conduct of round table discussions to support policy development and program management

  • Conduct for the 5th Health Research for Action National Forum (HRANF)

  • Facilitation of the passage into law of the Quarantine Act and the Tobacco Regulations Act

  • Facilitation and assistance in negotiating several foreign assisted projects on Health Sector Reform and other proposed investment projects

Cognizant of the value of human resource within the organization, the HPDPB intensified its capability building and retooling activities through in-house lecture series and research mentoring activities. It continuously sent technical staff for long-term and short-term training courses both foreign and local.  Some administrative personnel were also allowed flexibility in their schedules to enable them to complete their undergraduate courses.

Technical assistance and some consultancy services were also provided by the HPDPB to other offices/units within and outside DOH by the staff as part of the Bureau’s mandate and as a way of transferring knowledge and skills gained from the various capability building activities they have attended.
