MISSION

       The mission of ITRMC is to build a healthy constituency by serving as the focal center for health service, training and research activities in the Ilocos Region.

- Health services that are responsive, acceptable, accessible and affordable, encompassing promotive, preventive, curative and rehabilitative

- Training activities that shall mold competent, committed and humane medical and paramedical practitioners for deployment anywhere but especially in the countryside

- Clinical and non-clinical research programs that shall sustain its search for excellence, relevance and containing improvement in health care delivery


VISION
   

This hospital shall be a "DOH-Corporatized" health care facility in the Ilocos Region, providing a full range of health service, training and research activities. Services are provided through a network of private and government clinics, hospitals and other related facilities. The institution is supported educationally through affiliations with a number of universities, medical schools, schools of Nursing and other allied medical professions. Its system is integrated financially with the inclusion of income retention mechanisms, government subsidy and fund-raising foundations.

I.       To sustain operational responsiveness
        a.       Accelerating advocacy in promotive and preventive health services
   
    b.      Developing programs that focus on chronic, occupational, degenerative
              and rehabilitative health services
 
II.       To improve long-term operational sustainability
        a.       Strengthening the framework for coordination-collaboration with
              LGU’s,
NGO’s, and GO’s  
        b.      Institutionalizing people’s participation and community involvement
        c.       Re-structuring a workable two-way referral system
 

            III.     To improve long-term financial viability  
        a.       To strengthen on-going revenue enhancement programs
        b.      Pursuit of other health insurance schemes
        c.       Sourcing of funds from external sources
       
d.      Establishing a hospital foundation with fund-raising capabilities

Adopt-a-Barangay A continuing project to reach the grassroots so as to equip the people with enough knowledge to understand the importance of a healthy lifestyle

Health in Every Home A provincewide initiative which provides a venue where health issues are discussed with the community on a face to face basis

Bantay Village Made up of indigenous materials, this set of 5 huts offers a home away from home for out-of-town watchers

Family Health Guide A compilation of health tips and firstaid procedures written in the vernacular, comics style

Hospital Guided Tours Specific groups are brought around the hospital showcasing its facilities and capabilities

Watcher’s Participation Program Incorporating the patient’s watchers in the treatment regimen, as well as care and maintenance of the facilities. The program provides an effective venue empowering them and showing them first hand the various determinants of health

The Perinatology Training Center Established for high risk pregnancies,it also serves as a venue to train obstetricians, midwives and other practitioners in the management of obstetrics

Butaka Day Care Center An alternative to traditional ward admission allowing focused surveillance of certain conditions without confining the patients overnight or beyond 8 hrs

The Birthing Chair A device made of inexpensive, indigenous materials positioning the patient in a semi-sitting position during childbirth to facilitate the descent of the baby

Health Identification Card Truly indigent patients are identified and given cards that would entitle them to free services anytime

Health Registry A listing of the most prevalent diseases in every municipality so as to effectively plan for needed services

Alkansya A voluntary maternity and elective surgery prepaid installment plan

Menopause and Andropause Clinic

Payment-in-Kind A mechanism for the non-cash payment for hospital goods and services as an alternative mode of recovering the cost of hospitalization.

Barangay Based Voluntary Blood Donor’s Registry A listing of walking blood donors in every barangay for all blood types

Barangay Based Health Insurance A health service tie-up with ORT's pre-paid health insurance card holders who belong to the mostly low income group (not traditionally covered by Medicare)

Revenue Enhancement Program A program that institutionalizes the generation of additional income in support of hospital operations
